Simon’s May 2023 newsletter: Good news on cycleways, hello LGNZ

The Wheels to Wings – Papanui ki Waiwhetū major cycle route has featured in a number of my recent newsletters, and it will again today, but first let’s start with some good news on the Northern Line MCR.

Green light for Northern Line cycleway crossings and missing sections

This week the Council approved the detailed design of incomplete sections of the Northern Line major cycleway route. Staff emphasised that Council were being asked to approve the ‘lines and signs’ associated with an already-approved scheme design, and advised that construction of missing sections north of Northcote Road can start next month. Crossing upgrades at Harewood, Langdons, and Sawyers Arms Roads are due to commence in late 2023. For details, see page 5 onwards in the meeting agenda.

Plan change proposed for visitor accommodation

Update: This morning the Council’s Urban Development and Transport Committee approved the public notification of a proposed change to the District Plan. The proposal relates to the use of residential dwellings for visitor accommodation (e.g. Airbnb and HomeAway/Bookabach-type activities), and has hit the headlines recently, with some individuals and groups arguing the changes are unnecessary or go too far, and others that they don’t go far enough. What’s being proposed, and what are the next steps in the process?

In February this year I attended a Papanui drop-in session as part of the Council’s consultation on potential changes to the Christchurch District Plan around managing home-share accommodation. What I found interested at the time was that of the estimated 1600-plus listings in Christchurch on the likes of Air BnB etc for unhosted accommodation (where the owner did not live on site), only a ‘handful’ were compliant with the existing District Plan requirements, specifically the need for a Resource Consent for a property to be used in that way.

Work is starting downstream of the CNC – how were the designs decided?

Update: I’ve been closely following the issues around the Christchurch Northern Corridor (CNC) for some time now. The motorway is due to open ‘mid 2020’, and work is getting underway in the St Albans, Edgeware, and Mairehau areas to to manage the expected downstream increase in traffic.  This article recaps the Christchurch City Council’s consultation and decision-making processes over the past two years.
